On
September 12, 2002, a 16 year-old female was walking home from school when she saw a car parked curbside with it’s passenger door
open. As she walked past the car, she saw the suspect sitting in the passenger seat. He was masturbating, reached out,
and attempted to drag her inside the vehicle. She broke free and called police. A composite sketch was created.
Detectives also developed information about a possible suspect vehicle at a later date and identified the registered owner as the
suspect.
